Single Hauler Trash Collection Bid responses Feb 2013

The city has been looking into contracting with a single trash hauling company to provide residential service for the city. Three companies responded to the Request for Proposal (RFP). This document contains excerpts from all three bids.  Note the first 19 pages of each proposal were not provided.

Looking at these bids gives you some indication as to the difficulties of the contracting process. The format and information the city requested seems straight forward yet all three companies filled out the requests differently prompting unique questions and opportunities to misinterpret the meaning of the entries.
 
The proposal that appears initially to be the most straight forward is the WM proposal.  Here they show the price and it does not appear that city staff will have to do any adjustments.
 
The Rumpke proposal has a number of different "Bid Clarifications".  Their proposal includes a fuel charge adjustment.  If I am reading this correctly then if diesel fuel cost $4.00 a gallon then the actual cost for the residents will be 15% higher than the price shown.
 
The Republic proposal initially appears to be the least costly.  City staff will have to go back to the company in order to get clarification on how to interpret the numbers given for subsequent years.  I can't tell if in 2017 - 2018 if the base cost will be ($10.32 + $.22 = $10.54) or ($10.32 + $.21 + $.21 + $.21 + $.22 = $11.17).  On the face the $11.17 still looks like the cheapest yet if the costs are added for each year the numbers will have to be checked for each of the options.
 
Interesting to note that the WM and Republic proposal let the non-senior citizens know how much a 10% senior citizen discount costs them.  Well the Republic proposal does with the same caveat as earlier ( its $.11 a month more expensive the first year).   The WM doesn't appear to make sense  In the WM proposal the first year it costs younger people $.06 a month ($14.65 - $14.57 = $.06).  But the note tells us instead of paying $13.59 (the option 1 price) the senior citizen would pay $13.75.  I'd give them the benefit of the doubt and assume they meant to compare to the base price, however $13.75 isn't close to a 10% discount of this price either.
