Vectren is running gas into our streets.

I have noticed that Vectren is going to run natural gas pipes into out street with the intent of providing gas furnace service and water heater service in the future.
DP&L put this street on restriction long ago and ony serviced electric furnaces.
What I find wrong is they are staking out our front yards in what looks like a ditch to go the length of the street about 12 feet back from the curb. Only that goes through every driveway on the street.
I would like to know what engineer approved that plan. Because the underling landscape about a foot under the ground is all construction cement and brick materials. That material will make it quite a mess to put a pipe in the ground and possibly dangerous to the residents on the street. I am no engineer so I am not qualified to say.
The correct way to put this in would have been at the base of the yards instead of in everyone's front yard where you will have an issue as it will make everyone's yard look bad.
Also you get twice the service for the price if you are at the base of people's yards because the gas can be made to feed back to back houses.
I really do not see how they are going to make a profit.
I have a house with gas heat and the bill is always higher than the house where it is all electric. Might have to do with the insulation, but that is the comparison. Most times it is anywhere from $50 to $75 more in the winter.
The other problem is laying lines under people's driveways. By the markers that looks like how they are attempting to do it. They are going to either tunnel under people's drives or break the drives up and redo them. Both plans are not really economical.
Tom, can you check into this for me? I have no clue as to who we should go to. But if the city has a civil engineer or if it is county wide.
