Another no bid contract.

I thought I would talk a little bit about the Aquatic Center contract with the YMCA.  The main points are that council had the opportunity to go back and compare the cost of the current contract with the YMCA with the fixed price bid we got from Dayton Pool five years ago.  This comparison would have given us confidence in our current arrangement.  But no one on council asked for that comparison, so none of them know if we could have saved money or not.  The other point is that council should be directing the City Manager to keep track of all the extra money the city is putting in by doing the maintanence internally.  You can listen to me talk in the video below, or you can save a little time and look at the transcript below.

All right, good evening this is Tom McMasters.  I figure I'll talk a little bit while I'm on my drive home.

0:00:10.929,0:00:18.778
What I'm going to talk about today is the

0:00:21.460,0:00:25.350
Aquatic Center contract between the YMCA and

0:00:26.050,0:00:27.060
Huber Heights

0:00:27.060,0:00:33.000
It's what was discussed in the last work session and it looks like they're going to award it

0:00:33.250,0:00:36.360
to the YMCA at the next meeting.

0:00:37.210,0:00:44.009
There's a couple things that caught my attention to this. As you might know from

0:00:45.129,0:00:50.039
The write-up there's gonna be another no bid contract and that gets a lot of attention.

0:00:50.039,0:00:53.549
So that's one of the reasons I put it up up there.

0:00:54.129,0:00:58.319
Most of the reasons why I'm going to talk about this today is because

0:00:58.930,0:01:01.319
The council is again. Losing the opportunity

0:01:02.260,0:01:03.399
to

0:01:03.399,0:01:05.399
demonstrate

0:01:07.450,0:01:09.450
Good way to

0:01:09.530,0:01:11.830
Actually conduct business within the city.

0:01:12.470,0:01:15.909
Even if there wasn't a bid out there,

0:01:15.950,0:01:22.330
It makes good sense for them to go out and to get other people to to make an offer.

0:01:27.350,0:01:29.500
One of the points that I wanted to make

0:01:30.590,0:01:32.150
in this video

0:01:32.150,0:01:34.150
is that

0:01:34.460,0:01:36.350
we had

0:01:36.350,0:01:39.160
gone out last time and got

0:01:40.580,0:01:43.359
Dayton polls to to submit an offer

0:01:44.270,0:01:48.639
During the bidding process five years ago. With that

0:01:49.880,0:01:53.320
council should have in this debate gone and

0:01:54.140,0:01:56.140
compared

0:01:56.450,0:01:59.080

0:02:00.500,0:02:03.399
what the contract would cost the city

0:02:04.700,0:02:11.380
compared to what It did cost the city with the contract that they actually had awarded to the YMCA. All right, so we had the opportunity

0:02:12.230,0:02:13.670
to

0:02:13.670,0:02:18.369
go ahead and make that comparison and they've chosen not to.

0:02:19.670,0:02:21.670
so that's one of the points that I

0:02:21.709,0:02:26.469
Will talk to or at least have in my head and the other thing that caught my attention

0:02:27.130,0:02:34.929
during this past meeting was that the city manager talked about all the work that the city has done on

0:02:35.299,0:02:41.349
the Aquatic Center over the past year year and a half that doesn't appear to be

0:02:42.320,0:02:44.320
tracked within the

0:02:46.549,0:02:53.889
Operational budget. So that when they talk about the city spending $11,000 -

0:02:55.370,0:02:58.660
from general fund to maintain the

0:02:59.360,0:03:04.089
Aquatic Center, they're not talking about all the extra money that they've put in

0:03:05.150,0:03:08.620
by the city performing maintenance itself.

0:03:09.260,0:03:12.039
So there's a couple of things about that particular item that

0:03:12.920,0:03:17.649
I'd like to talk about because generally when I look at the

0:03:18.380,0:03:22.809
Aquatic Center and I compared it to the old pool that was on fish burg.

0:03:22.840,0:03:26.890
I've always said that the city was doing a really good

0:03:27.500,0:03:29.889
job in providing the service for

0:03:30.410,0:03:38.079
Its residents with the Aquatic Center compared to the pool. And if you just look at the difference between what those amenities were

0:03:39.230,0:03:45.880
Then you would know.  Then add on to that that the city was spending

0:03:46.610,0:03:48.380
probably about

0:03:48.380,0:03:50.380
$20,000 a year in

0:03:50.630,0:03:54.999
additional funds to maintain that pool because it was in bad shape.

0:03:55.160,0:04:00.489
It had a lot of leaks and they didn't charge very much to get in.  So

0:04:01.070,0:04:05.679
as residents it was costing about $20,000 in general fund money

0:04:06.530,0:04:08.530
to maintain that pool.

0:04:09.769,0:04:11.060
Whereas

0:04:11.060,0:04:13.510
when you talk in the aquatic center

0:04:14.150,0:04:15.410

0:04:15.410,0:04:16.880
It cost

0:04:16.880,0:04:19.209
$11,000 or so this past year.

0:04:20.120,0:04:22.419
You know that's less than

0:04:23.300,0:04:30.160
what it was costing to have the old pool.
And you certainly have a much nicer facility for residents to go to.

0:04:30.720,0:04:36.119
Now the cost to get into the Aquatic Center compared to the cost get a pool, is different.

0:04:36.120,0:04:42.989
You take that into consideration. Some people may not think it's a great value but in general for a taxpayer that

0:04:43.570,0:04:49.769
wouldn't use either of those things. It seems to me that it was better to have

0:04:50.350,0:04:52.210
the Aquatic Center over the pool.

0:04:52.210,0:04:54.210
Now

0:04:54.700,0:04:57.059
we've gotten into the situation where

0:04:58.090,0:05:01.950
the city is providing a lot of the maintenance for

0:05:02.590,0:05:03.730
the

0:05:03.730,0:05:05.350
Aquatic Center and

0:05:05.350,0:05:09.480
they're not going out and tracking those expenditures.  They're not charging.   They're not showing it on the books.

0:05:09.630,0:05:15.390
So you're not doing an apples to apples comparison again.  If they've spent

0:05:16.090,0:05:20.340
twenty thousand dollars in man-hours or twenty thousand dollars in

0:05:22.210,0:05:24.210
equipment.

0:05:24.220,0:05:28.049
Actually equipment probably would get tracked one way or another.

0:05:29.380,0:05:31.890
It might be hard to find,

0:05:33.220,0:05:35.369
but if they went out and bought paint

0:05:36.040,0:05:42.059
somewhere that paint should be shown in the city budget as a pool expense.  but

0:05:43.050,0:05:46.020
if they put a man hours into the aquatic center, and they have

0:05:46.660,0:05:48.660
$20,000 man-hours it

0:05:49.919,0:05:53.359
may not be very easy to find.

0:05:53.360,0:05:58.369
So you don't know how the comparison goes anymore. So I

0:05:59.999,0:06:04.428
was kind of disappointed that your council members did not

0:06:05.909,0:06:13.308
tell the city manager that it was required that as part of the evaluation of the Aquatic Center.

0:06:13.830,0:06:17.089
He has to do a better job with reporting the

0:06:18.119,0:06:23.029
cash that's being spent on some of these other things outside of

0:06:23.729,0:06:25.729
the

0:06:26.949,0:06:33.538
YMCA. So that's one of the things that I talked about.  The other things that I

0:06:34.449,0:06:40.379
talked about is process. Why you go through a bidding process or at least

0:06:41.349,0:06:43.349

0:06:43.910,0:06:51.010
ask other companies to tell you how much it would cost to run the facilities. Alright so last time.

0:06:52.490,0:06:59.829
One of the trepidations I have with that system right there, is last time, I was able to get Dayton pool to offer a bid

0:06:59.930,0:07:01.430
and

0:07:01.430,0:07:03.110
unfortunately,

0:07:03.110,0:07:05.889
our city manager was upset that

0:07:06.830,0:07:09.940
he had to evaluate two different bids.

0:07:10.910,0:07:13.239
Where we had a pretty good relationship with

0:07:14.300,0:07:16.300
Dayton pool,

0:07:17.810,0:07:22.570
after that not so much and so we lost some of the services that that company provided,

0:07:23.389,0:07:30.429
simply because they chose to participate and offering a bid. But the main point that I wanted to talk about is

0:07:31.430,0:07:33.430
council and their

0:07:33.680,0:07:37.389
loss of an opportunity to be able to judge whether

0:07:38.030,0:07:40.720
they're making good decisions or not.

0:07:41.510,0:07:47.169
Five years ago, we had Dayton Pool put in a proposal and we had the YMCA put in a proposal.

0:07:48.020,0:07:52.660
The Dayton pool proposal was a firm fixed price.

0:07:52.669,0:08:00.669
So, you know how much they were going to charge you each year for the services that they were going to provide.  You didn't know

0:08:01.220,0:08:04.299
how much the YMCA was going to provide because

0:08:05.900,0:08:08.769
the way that they did it is, if they used more

0:08:09.680,0:08:13.120
Chlorine, they would charge more money. Whereas the Dayton

0:08:14.090,0:08:19.299
pool told you up front what it was going to charge.

0:08:20.550,0:08:22.550
Because we picked

0:08:22.710,0:08:25.969
The YMCA, you can go back and compare

0:08:26.820,0:08:33.530
what would it cost to have Dayton pool to what it actually did cost for the YMCA.

0:08:34.740,0:08:38.000
You didn't have a single member of council go to

0:08:38.790,0:08:41.929
your city manager and say, "hey

0:08:41.930,0:08:45.980
how do those compare?  Did we do better by picking the YMCA

0:08:45.980,0:08:50.779
then we would have with Dayton pool or not."   That just seems to be

0:08:51.750,0:08:53.640
kind of a foul

0:08:53.640,0:08:58.910
as far as I'm concerned, if they are not going to go back there and do that comparison and

0:08:59.640,0:09:00.930
again.

0:09:00.930,0:09:05.090
They have chosen to do a no-bid contract to the YMCA this time.

0:09:05.160,0:09:09.499
So you don't know five years from now when they go ahead and

0:09:12.030,0:09:17.899
do a re-compete, how the city is doing compared to what it would have done.

0:09:19.950,0:09:25.489
What the other providers could have provided in that term.  So I

0:09:29.520,0:09:34.970
again call foul with the way the council has decided that it's going to proceed

0:09:36.519,0:09:38.519
awarding the contracts.

0:09:39.759,0:09:45.719
So I guess that generally sums up where I was going with this video and

0:09:47.829,0:09:49.829
Thank you for your attention.

0:09:50.980,0:09:55.740
Yes, ask from your council, thanks a lot.
