Administration Committee Meeting Mar 5th includes links to post meeting notes

Koodo's to The Huber Heights Courier.  On Feb 13 they started to publish the Administration Committee agenda on their website.

I had posted the link but it is no longer available.  They did get it out and posted on Wed - the day the city sent out the notice via email.  This was before it showed up on the city's Meeting information / Audio page http://agendaquick.hhoh.org/agenda_publish.cfm#ReturnTo0 

Two weeks ago the city published the read ahead for the Tuesday meeting by Thursday of the week prior. Now we see the Courier publicizing the meetings as well! Here's to the professionals laying the foundation of knowledge.  If they keep it up this will allow us amateurs a chance to discuss and understand the nuances of the issues.

The Courier did a good job in posting the Administration Committee agenda but here it is again.  I added some thoughts on what we should look.  I've also include the Public Works Committee Agenda

Administration Committee
Has scheduled a meeting March 5th at 6pm at City Hall 6131 Taylorsville Road to discuss:
 
  • Music Center - No read ahead as of Sat.  Tom's Comment;  I'm waiting for any council member to ask to see the worksheet the assistant city manager did that shows the city will get an additional $18 million from TIF revenue and be able to cover the cost of this Music Center.  Officially that has not occurred in an open meeting and that document is not available as part of any meeting notes.  There's no excuse for council members to not ask for this or to ask for this as private correspondence.  These numbers, assumptions and calculations should be  presented in a read ahead; then discussed as part of an open meeting; then entered into the minutes.  If you've heard me talk you know I think Donnie Jones is very competent.  That doesn't change the fact that his numbers should be check and the residents of Huber Heights should get the opportunity to examine them before we decide to borrow $18 million more dollars. Read the DDN article on the Music Center proposal  See the post meeting notes in the Music Center Update posting
     
  • The Heights Development/Carriage Trails  - No read ahead as of Sat
     
  • Issuance of Notes/Bonds - No read ahead as of Sat
     
  • Legal Counsel – Labor Negotiations - The collective bargaining agreements for the FOP, OLC (Records Techs/Secretaries); IAFF Local 2926; and the Ohio Council 8 Local 101, AFSCME, are due to reopen for wages only prior to June 28, 2013. This legislation will allow Buzz Portune to represent the City and allow City Staff to work together with him in negotiating those labor contracts mentioned above.

Public Works Committee
Has scheduled a meeting March 5th at 4:30 pm at City Hall 6131 Taylorsville Road to discuss:
 
  • Old Troy Pike Phase VIII – Award Contract  From the read ahead  This legislation will authorize the City Manager to enter into a contract with R. B. Jergens as the lowest and best bidder for the Old Troy Pike Phase VIII Project at a cost not to exceed $1,100,000.

    The City of Huber Heights has applied for and received a grant through MVRPC to reconstruct and widen Old Troy Pike from a point 600 feet north of Shull Road to Gibson Drive. The STP/CMAQ grant will cover 74.7% of the cost of the project and the remainder ($160,000), which is the City's share, will be reimbursed from the Montgomery County Permissive Gas Tax Fund.
     
  • 2013 Fire Hydrant Replacement Program – Award Contract  They did not post or distribute the contract.  This would be a good practice so we would know what work will be done.  The discussion told us about 16 hydrants would be worked on.  There are over 1900 hydrants in the city.  The ones in the south of the city are in the worst shape.  From my memory of another meeting I believe many are much older than 50 years old.  As an aside TIF funds could be used to replace fire hydrants.
     
  • Trash Hauling RFP Update - The read ahead for this has a table with a comparison of the prices.  When they did it they put in the base price for Rumpke even though this is 15% lower than the price would be today because of the fuel surcharge.  This is really a bad presentation.  Also we still don't see what was in the first 19 pages of the bids.  Mr Dave Web posted notes on this topic.   
Notice there is not a Thomas Cloud update on this agenda even though they ran out of time before they discussed this at the last meeting

As an Aside:  The School Board meets on March 7th Description: The Board of Education will hold a Special Session on March 7, 2013 in the Central office Board Room at 6:00 p.m.    


As always I recommend getting on Tony Roger's email list so you get the notices directly.  Also check the city's website regulary so you can see the read aheads when they become available.
