Aquatic Center and other Park discussions

Monday 29 Sept after the Music Center discussion which starts at 6 pm City Council will discuss some of the controversial items about the Aquatic and Amphitheater as well as try to develop an overall strategy to improve the operations of the entire park system.  Read the meeting notice below.  Keep in mind we’ve already heard from opposing views on many of these items.  Your yea and nea thoughts are fine but if you have a workable idea to reduce the noise level then doing a little more work showing us that that idea has been implemented before, identifying the manufacture and costs, and getting your neighbors to also say it is a good idea, will help promote your cause.  If you really believe the gate should be opened then come with your ideas as to how to make this so the immediate neighbors aren’t impacted by wall to wall cars parked in front of their houses or by passers throwing litter on their yards. 
 
Passing that information to council prior to the meeting and then coming to the meeting will help make the discussions efficient and effective.

-  Operations, Maintenance and Policies - The Heights Recreation Complex Including the Kroger Aquatic Center, the Eichelberger Amphitheater, and Surrounding Park Land
Purpose and Background
City Council has received numerous reports about the noise level coming from the operation of the Kroger Aquatic Center and the co-located Eichelberger Amphitheater.  Nearby residents have indicated both that some events are too noisy; while other nearby residents have indicated a desire for more usage of these facilities.  City Council will discuss previous reports as well as hear current views related to these issues from City Staff and citizens.  Mitigation options will also be solicited so that these options can be evaluated in the future for cost and effectiveness.

City Council has also received numerous reports about entry  and access into the Kroger Aquatic Center, the Eichelberger Amphitheater, and the walking paths via the gate located at the east end of Charlesgate Road.  This gate is currently locked and not meant for public access.  Some nearby residents have indicated a desire for enhancing the restrictions to prevent unauthorized entry through this area.   Other nearby residents have indicated a desire to lift the restrictions and allow entry and access to these amenities from Charlesgate Road.  City Council will discuss previous reports as well as hear current views related to these issues from City Staff and citizens.  Suggestions for implementing both courses of action will be solicited so that they can be evaluated for cost as well as reasonableness to the concerns of entire neighborhood and the community. 

City Council has observed and received reports that the Kroger Aquatic Center and the Eichelberger Amphitheater are not being utilized to the maximum benefit of the City and its citizens.  City Council will discuss the means for increasing usage at these facilities so the proposals can be evaluated later for the cost effectiveness and benefits of implementation.

The operations and management contract with the Huber Heights YMCA for the Kroger Aquatic Center expires soon.  A discussion of the future course of actions concerning this contract will be initiated by City Staff and City Council.

The Kroger Aquatic Center and the Eichelberger Amphitheater are only two components of the Huber Heights parks and recreation system and decisions made on these facilities should be made within the context of a comprehensive plan for the City’s entire parks and recreation amenities.

Time permitting, other items relating to the City’s parks and recreation amenities will be discussed.
