Council Meeting - Real-estate agreement, Concession Stand, Sewer Backflow program

The April 28, 2014 Huber Heights City Council Meeting has three items I point out in this video.
 
1.  Award of the contract for rebuilding Thomas Cloud Park Restrooms/concession stands that burned down two years ago
 
2.  Hiring a real-estate agent to market city property
 
3.  A new city program to help assist in the cost of installing sewer  back flow valves and to get residents to disconnect rain water drains from the city sewer system



Review the April 28, 2014 Council Meeting Agenda

 
1.  Award of the contract for rebuilding Thomas Cloud Park Restrooms/concession stands that burned down two years ago
 
The city has decided to contribute both the insurance money collected and the maximum amount allowable from the water and sewer funds in order to minimize the donation from Brick City Baseball.  Mr. Lyons has advocated for this the last few months.  I had thought that the rest of council was resolve in limiting our contribution to just the insurance payment.  When the first bids came in for the project it cost $351,000 which was more than the combined Insurance and donation amount.  This made it necessary for about $16,000 in water and sewer funds to be added if we wanted to get the project underway.  However, city staff went back and negotiated a lower cost which made no water and sewer funds necessary.  But instead of reducing the amount of water and sewer funds to $0 council has decided to raise the amount coming from water and sewer to more than $40,000.


Caveat:  During a previous public works meeting there was a discussion that included accepting the full $150,000 donation and also using the full amount of allowable Sewer and Water funds.  This would have resulted in the city having that extra money (about $40,000) available as the down payment for another set of restrooms that would be better located for more of the park users.  I would have supported this because although the facility we plan on building is very nice.  The location is not one that supports the walking path, handicapped patrons or the playground area.  

On the other hand, I'm confident the baseball organization will be spending the money they save in order to improve the quality and experience of Huber Heights baseball.  Lets just make sure that when we get fences for the baseball fields they are removable so that it soccer isn't displaced and that when we get lights they arrange appropriately to support the other fields. 
 


 
 
2.  Hiring a real-estate agent to market city property

I have two concerns with this legislation:

First, the company we plan to hire wants to be a Dual Agent.  That is they want to be able to represent both the seller (The City of Huber Heights) and the buyer.  This complicates the selling process and also makes it so that we won't know if the company is looking out for our best interest. 

Second, in the administration meeting we heard that the city has already been approached by multiple companies looking to buy this property and the we plan on paying full commission to this company even if one of these already identified buyers ends up making the purchase.  This is non-standard.
