Notes from Administration Committee Meeting 22 Jan 13

I realized the other day that there have been no committee discussions about possibly raising the income tax.  The DDN tells us council was thinking about it. Council would have to vote at a council meeting to do this and it would have to be done prior to Feb 6th if they wanted it to appear on the May ballot.  The only regularly scheduled council meeting before Feb 6th is on Jan 28th.   
 
Administration Committee - My Notes are in purple
  • Executive Session – Pending or Imminent Litigation
  •             The executive session was moved to the end of the meeting.
  • Music Center
  •             There was a long discussion on the music center. I captured it in a long write-up in the Music Center Update posting.  The big item is council will approve up to $40,000 to hire an expert to calculate how much revenue the music center will bring into the city.
  • The Heights Development/Carriage Trails
  •             I don't remember this being discussed
  • City Debt Issues
  •             Donnie Jones spoke about consolidating some notes in order to make the amount large enough so they can be refinanced as bonds ($330,000 worth)  Also, his is involved with trying to refinance some of the water / sewer fund debt.  This should results in better rates and is also necessary to correctly structure the new debt associated with the new water tower.  He has run into a snag because the company the insured the previous debt is no longer in the business and he needs their approval to get the best refinancing. 
  • Supplemental Appropriations and City Financial Reports
  •             The finance director found more money that had previously been paid from the general fund but could have instead been paid from other funds that have more money in them now.  In this case some street improvements that are partially paid for by a grant called issue 2 had that partial payment come from the general fund.  Because issue 2 grants are for street improvements those partial payments could have been made from the gasoline tax.
  • Zimmers and Associates 2013 Contract
  •             This company is a lobby firm.  They search for grant money such as what was found to pay for part of the Amphitheater.  They also monitor what is going on in the legislature and make sure the city knows about things that would affect them both positively and negatively.  For instance a proposal to change the cell phone tax if passed would change the city's budget.  This firm calls the city manager and lets him know..
  • City Manager Search
  •             They went into executive session to discuss this.  If the discussion is about the mechanics on how this search is supposed to be conducted then this is not an appropriate reason for an executive session.  If they are discussing a prospective candidate I wonder how this could be done before they finalize the mechanics of the search. 
  • Staff Evaluations
  •             Would be done in executive session.

There are three committee meetings scheduled for 22 Jan 13; agenda's below
  1. Citizens Water and Sewer Advisory Board   6:00 pm
  2. Public Works Committee Agenda  -  4:30pm
  3. Administration Committee Agenda - 6:00 pm
As of 9:37pm Jan 21 there are no read ahead items on the city's website.  The website has the  Citizens committee agenda.  The Clerk of the Council sends out agenda's by email I highly recommend you request this service.  The agendas sent via email for the Admin and Public works meetings are reproduced below:

FYI: Per the weekly report to council members (which is a public document): "Ken Conaway, Brian Kinzelman, and Matt Leasure gave a presentation and update [to the Planning Commission] regarding the Music Center at The Heights. They will provide a report at the next Administration Committee meeting regarding the due diligence that has been performed for this project
