Trash Hauling Presentation at Monday's Council Meeting -  Jun 10th

July 1st all the single family residents in Huber Heights will be required to use Republic Waste Services as their garbage collector.  One of the first agenda items (last) Monday will be was a presentation to provide information on the transition.  I watched the first portion live via the city's website.  For some reason there was a lot of buffering this past week.   If you miss it Monday you can watch the video (also on the city's website).  The trash hauling information presentation starts at about 3:30 into the video.  

See what day your trash is being picked up.  Section 1 is Monday, 2 is Tuesday etc. 


Update continued:  It was interesting to see a couple of the residents that live close to the Aquatic Center speak during citizen comments. In the video linked above citizen comments on the noise from the rec complex started about 39:45 minutes:seconds into the video.  I am interested in knowing if their concerns are widely held by other residents in that area.  Tonight I see that The Public Works Committee has: Citrus Circle Residents' Concerns Regarding Aquatic Center/ Amphitheatre on the Tuesday Jun 18th agenda.  

There is also a discussion about the noise profile of the Music Center that starts about 57 minutes into the video.

At about 1:17:00 the finance director talks about the SIB loan which is a good deal for the city as far as interest rates.  He also mentions that this will change the obligation so that this loan can be paid back using gas tax funds instead of TIF funds.  This actually is a negative if you prefer getting the sink holes in Chambersburg Rd repaired over a prettier brick on the new Music Center.  Unfortunately, council has an agreement with DEC / 201 LLC that 80% of TIF revenues go to building up "The Heights".  This will mean that there will be very little tax money available for doing normal capital improvement / repairs that TIF money is suppose to be used for.  With this new SIB agreement now we won't have gas tax money to do these repairs either.

About 1:25:00 into the meeting they discussed purchasing the land for the music center.  The number of acres is now 33 and the price per acre is about $68,000.  This is an improvement over the last figures presented (which seemed like a fair price already). 

About 1:28:00 into the meeting they talked about the LeadsOnline service.  The Chief talked about the trial period and told us the service proved to be very useful and actually allowed them to find property from 5 different burglaries.  With this endorsement it appears my trepidation was misguided.

Also on the agenda are the items I highlighted in the committee meetings below.  I did not get to attend those meetings because I was on a business trip.  As expected the city will be borrowing another $720,000 to help build Carriage Trails.  This brings the total borrowed by the city for this development to more than $8 million.  Council will also sign up to join LeadsOnline.  I can't make a real judgement about this without having heard the discussion last Monday but I suspect it will be a waste of $3000.  Leads does offer a 30 day free trial.  If the city used this and was able to save $300 worth of investigation then it may be worth a try.  It will be interesting to hear what they say Monday. 

There is also some Music Center items on the agenda.  I don't expect to learn much about what is going on with the Music Center on Monday either.

Committee meetings Jun 3 and 4

There is (was) one committee meeting Monday and two on Tuesday.  In the Public Safety and Services meeting on Monday they will discuss spending about $3,000 in order to get access to the LeadsOnline database.  It is hard to tell from the LeadsOnline website if there is any possibility of them helping solve crime here in Huber.  Reading the contract I find lots of this kind of language:
 
10.1  Leads may assign or delegate all or part of the Leads' rights or duties under this Agreement without notice to the City.  City may not make any assignment of this Agreement without Leads' prior written consent, which will not be unreasonably withheld.
 
My initial feeling is this is an agreement and $3,000 payment that should be avoided.  To change my mind I'd be looking for a pretty reliable 1st hand endorsement from other local municipalities that have used the system for a long time.  Huber definitely should not be the first local government using the system. 
 
In the Administration Committee they will discuss and then decide to have the city borrow an additional $720,000 so DEC can build more lots in Carriage Trails.  This brings the total amount of disclosed borrowing for this purpose to $8,120,000. Most of this borrowing has been done on behalf of DEC with no collateral.  Remember 2 amendments ago the city ended up getting 40 (60?) or so acres in a mismatch arrangement for that $1.9 million. The last amendment city leaders were happy to borrow without collateral because DEC was also for the first time able to get a bank to lend them money too.  Looks like things have come full circle with the council borrowing just because that's how this project is done.  The idea is eventually there will be enough houses built and special assessments collected in order to pay for this debt.  This arrangement has been going on now for many years.  It would be nice for one of these meetings to contain a detailed report that shows how much is being collected, broken out by home owners and developer, and also include some reasonable assessment of if the continuation of more city borrowing makes financial sense.
