Say hello to the Mayor at the Chamber of Commerce Business Expo

Thursday evening Jun 4th from 5 to 8 pm at Wayne High School, 5400 Chambersburg Rd the Huber Heights Chamber of Commerce will hold its annual Community and Business Expo.  I will be there and have a booth so that we can talk about City business and the community.  I learn the most when you tell me what you're thinking and what is important to you.
 
We can also talk about the things that I know people are already talking about.  For instance:
 
The Music Center - all the great shows that are happening as well as the sound issues and costs
 
The Aquatic Center - how do we get more of the community in there so more kids get to enjoy the facility?
 
City finances
 
The new Fire House - Costs, builders, staffing
 
Carriage Trails, Park Towne and Miami County Huber Heights
 
Town Center, "the Heights" and other economic initiatives
 
City services such as road and sewer maintenance, Police and Fire and parks
 
TIF districts - How do they affect the schools?  What is income tax sharing?
 
City Council Races and the November Elections
 
There are items that I have been thinking about myself and would welcome your thoughts and insight.  For instance the TIF income tax sharing mentioned above.  I started asking City staff about this subject back in March and I'm still getting partial answers to questions that were clearly stated months ago.  The issue is that whenever a TIF district is created it also creates an obligation for the City to get with the Schools to come to agreement on how to share the income tax generated when new businesses start to build in the TIF districts.  Until recently, I was under the impression that this was an old requirement that had been deleted from Ohio law and didn't apply to any of our TIF districts since we don't share our income tax with the schools.  Turns out that my impression was not correct.
 
I do know that the TIF laws do change regularly, so I asked staff to explain what the rules are for each of the TIF's we have in the City, if income tax sharing is a factor and if it is not a factor why.  For instance the law may not have been in effect in 2003 when the Montgomery County TIF was created or income tax sharing is not applicable for Residential TIF's like the Carriage Trails TIF. 
 
For those TIF's that income sharing is in effect, I asked staff to let me know how close are we from hitting the trigger point. For instance I find it hard to believe that the Alcore facility didn't increase their payroll by $1 million dollars since it was built a couple years ago.  Even if they didn't quite make $1 million, I would have expected the report from staff to let me know they were XX dollars away from $1 million.

Update 1 Jun 2015 :  Today Assistant City Manager Don Jones provided me the 2003 legislation of the Montgomery County TIF and the 2012 Trimble TIF that included the legislation adopted by the respective school boards.  In both cases the School Boards specifically waived the right to collect the income tax sharing.  

It looks like only the Family Dollar and Alcore TIFs could one day be subject to income tax sharing.  I'm not sure yet how close either were last year to triggering the share.
