Update:  Executive Sessions - committees can discuss the agenda items in open session the same night

UPDATE:  Tuesday the Administration Committee voted to nominate Mr. Schommer for permanent City Manager.  The process the voting members of the Administration Committee implemented last Tuesday was to tell Mr. Schommer to meet with the City Attorney and construct a contract.  He was told to have it ready for Monday's Council meeting so the full council could vote on it.  The committee did not give either Mr. Schommer or the law department direction to send the contract to any council member before putting it on the agenda.  The first time I saw the terms and conditions was Friday evening when I opened an email from earlier in the day.  Not sure if any of the other council members were sent a copy before it was put on the agenda or if any of them are discussing it as individuals.  There are no meetings to prior to Monday's vote to make sure the terms make sense for the city.  It appears you have exactly the same insight as any of the council members if you just go to the city's website and look at the agenda item.  The contract the Administration Committee committed to recommend to the full council is exhibit A

Last night I learned that if an item is on the agenda as an executive session item than it also counts as an item that can be discussed that same meeting in an open forum.  As a side note I've been campaigning to my fellow council members that any time we go into executive session we should come out and discuss what can be discussed openly that same night.  Previously, I thought we needed to have the open discussion on the agenda as well.

But the reason I bring this up is because council did come out of the administration committee executive session last night and discussed two items.  The first was to use the land acquisition program to possibly acquire a large piece of property that is way behind on its taxes.  The second is a significant announcement concerning the city. Though anyone, including me, can disclose it I've chosen to wait on this announcement to give city staff a chance to draft a press release or about noon whichever comes first.  This is to allow those positively affected by the announcement a chance to learn of the news from their colleagues.  


The other thing of note is that the Public Works meeting will finish yesterday's meeting tonight at 5pm.  Still on the agenda are Concession Stand - Thomas Cloud ParkSewer Issues - Mallard Drive Area, and Veteran Memorial Planning.  The Sewer issue effects more than Mallard Drive.
