… can't tell if in 2017 - 2018 if the base cost will be ($10.32 + $.22 = $10.54) or ($10.32 + $.21 + $.21 + $.21 + $.22 = $11.17).  On the face the $11.17 still looks like the cheapest yet if the costs are added for each year the numbers will have to be checked for each of the options.
