Interesting items on both Admin and Public works agenda's Tuesday Feb 18, 2014

The agenda items for the Public Works and Administration Committee meetings Tuesday Feb 18, 2014 are available.  The Public Works meeting has a few items that some residents should be interested in.  There is an update on the progress to the Thomas Cloud Restroom / Concession stand construction project on the agenda.  This should include a timeline of milestone events.  The read aheads for the Sidewalk and Street programs contain the streets that will be effected this year.  This is a very necessary program that helps improve the city.  However, it is one of the items that I heard a lot of complaints about in both my campaign for city council in 2011 and campaign for Mayor last year.  What do you think about the idea of getting rid of the Snow Emergency Routes?
 
The Administration Committee agenda gives us the opportunity to learn a little about how the city handles ordinance violations, the purchase price of a police dog.  We learn the income tax levy discussion is presently being tracked as "Community Engagement Update" and Alcore is paying the cost of the infrastructure improvements through a special assessment.  So according to my calculations (calculation council refuses to allow staff to confirm or refute) all of the Alcore payments the city diverted from the school's portion of the property tax (about $177,000 a year) and Alcore payments diverted from funds that could be used for Police and Fire services (about $24,000 a year) will be going to pay for the projects like the Aquatic and Music Centers instead.
 
Noticeably missing is a public discussion about the process the city plans on using to determine a permanent City Manager.  We had a pretty good starting point during the last Regular Session.  I was hoping this would continue (watch from the city website - discussion starts about 2 minutes 40 sec into video).  There is an Executive Session scheduled and the topic is "Personnel Matters - Hiring Issues".  If this is about the City Manager position an executive session would be appropriate if the discussion were to be on discussing the prospect of converting Mr. Schommer from interim to permanent.  If there are other specific candidates identified and council wanted to discuss their prospects this also would be appropriate.  In either case look to the members of the administration committee to declare either or both of these as the reason for executive session and not vote to go in under a broad heading that would prevent residents from hearing a discussion about the process.
