Law says slow behind bikes
House Bill 154 went into effect March 21, 2017
Read it for yourself here.
The interesting parts are provided in this summary.
- The new law requires a motor vehicle that is overtaking and passing a bicycle to provide a safe passing distance to the left of the bicycle of not less than three feet. The law states that when a bicyclist is in the roadway or riding on the yellow line along the shoulder,…
RTA Seeks Bus Drivers
I received this request from the RTA.
Dear Mayor McMasters:
As a trusted community partner we are seeking the City of Huber Heights’s assistance to help us identify candidates for professional bus operator positions at RTA. These include both CDL and non-CDL positions which are full-time with excellent pay and benefits. If you know people with a good work ethic and desire to improve their…
19th Amendments considerations
The 19th Amendment to the DEC development agreement will be discussed at Tuesday's work session.
This is one consideration / analysis that I feel is important in order to be able to judge the “goodness” of the 19th amendment. One of the points of trying to write this out is to give you an idea of the kind of information that I am looking for in open meetings so that those with an interest…
Good is a matter of perspective
Below you will find two emails that point to a very trying episode during my time as Mayor. Recently, I allowed myself to go through that emotional time again and initially intended to use these emails in a series of articles hoping to get individuals to correct fake news they continue to spread. Then I thought they would be useful in an article that I hope will finally cause the leaders of…
Parks and Recreation Master Plan Proposals
There are a number of possibilities for good discussion at Tuesday's Work Session.
There is the 19th Amendment to the Carriage Trails Development Agreement. I see the calculations of the projected split of TIF revenue the contract formula suggests might be expected were not provided in the read ahead. These calculations are important in helping to frame how much of a supplement the city…
Hiring PS&E is a big mistake
Last week I detailed a current incident that shows why PS&E should not be considered a viable candidate as the law firm employing our law director. Some people think that only the individual who was the law director was responsible and the firm should not be held responsible. They make this argument even though in the next breath they talk about all the knowledge and support the rest of the firm…
No lawyer associated with PS&E is a viable candidate as our new Law…
Let's give $1.8 million dollars back to the schools
During the work session meeting the other night I was cut off before getting the opportunity to advocate again for the Huber Heights City Schools:
Follow the links from the agenda and it will take you to the 2025 PLAN AND UPDATES / ASSOCIATED REFERENCES AND DOCUMENTS page. Once there you can find a listing titled "TIF Examples and Estimates"
Look on page the 14th page titled "Montgomery County…
Mayors Vision: South of Taylorsville Rd.
Good day. I was recently asked by Council to provide my vision for the city for this upcoming year. This is the fourth of five planned installments. In this section I start with the pragmatic and then allow myself to explore the romantic.
The pragmatic Tom:
Anyone that has been paying attention to the politics in this city knows that I always…
We need accurate ballot language this May.
According to the City Attorney, resolutions passed by council can currently be over turned by residents through a ballot referendum. He tells us the result of the Section 12 Charter Amendment is to take away this right from residents[1].
This May, it will be up…
Good converversation with Mr. Campbell

Mayor's Vision: North of Taylorsville Road
Citizen Patrol Academy - Ever wished you could drive a police car?

Mayor's Vision - Part .4 - What makes me tick?
Depending on your background and interests getting the best value for our tax dollars will mean different things to different people. I start this section of the essay by pointing out the things that attracted my wife and I to Huber Heights. This will help you understand some of my current positions…
Mayor's Vision - Part .2
Introduction:
A couple of the council members recently challenged me to provide a vision for the city. I used the word “challenged” in the first sentence on purpose because, admittedly, initially I internally scoffed at the request as being insincere. From my personal view my vision and goals have never changed and they should be obvious to anyone that has…
At least one of the proposed amendments should be rejected.
Last year a member of council resigned. In the table below you can see how many council meetings Ward 5 residents went without representation under the 1983 version of the City Charter. The table also identifies who was responsible for Council Member attendance / appointment at each of the missed meetings.

If council messes up your water pressure will you pay to fix it?
Monday, council will vote to get started on the water pressure project (this is NOT the water softening project). After the project is complete the average water pressure in this new pressure zone will be 80 psi [1]. The typical water pressure for a home…

Should Brandt Pike be reduced to a two lane road?
The Brandt Pike Revitalization project is being documented on http://www.discoverbrandtpike.com
On November 17, 2016 there was a role-up briefing given. You can find the Power Point Slides here. I found the slides to be very useful in creating ideas. I obviously will be advocating that the next time a brief like this is given that a video to be made so those that do not get to go to the original…
Should Thomas Cloud be baseball only?
There are those that hope to claim Huber Heights Thomas Cloud park as a Baseball facility. Currently the park is used for multiple sports, including baseball. Soccer is the biggest and most successful user of the park. Our two major soccer organizations work together as well as two organizations competing for talent can. One of these organizations puts on two nationally recognized tournaments a year drawing hundreds of thousands of dollars to the area.…
Charter Amendments other than Issue 29
I have not posted about the Charter Amendments other than Issue 29, until now, because of the importance of making sure Issue 29 is defeated. I have always judge the current charter as being very well written with only Section 5 needing a re-write. It is a shame that I have to actively campaign against Issue 29 and the proposed changes to Section 5.
Mayor's Thoughts:
Issue 28 - Currently…

Don't trust politicians - But don't shoot them either!
Even though Council and I will be in a political battle the next couple months over Issue 29 where they will be trying to convince you that politicians should be trusted and I hope you can see we need a system with checks and balances, that doesn’t mean that you should get frustrated or turn to extreme measures. Unless that extreme measure is to go out and make sure your neighbors are aware there is a political battle and they should be engaged (by the way Vote…

Energy Aggregation - An important lesson on gathering and documenti…
----------------- Update - 4 Sept, 2016---------------------
The resolution passed on a 5 to 3 vote. I vetod the resolution. Part of that process requires I let council know the reason(s). The read ahead on the work session agenda contains the required written objections.

The discussion on Energy Aggregation continues with the second reading of…
Vote No on Issue 29 - Fix the Emergency Legislation Problem, Don't…
The problem with Issue 29 is simple. Politician's judgement can't always be trusted so the City Charter needs to be written to make sure resolutions are on the agenda for more than one meeting before they become law. I ask you to vote No on this amendment to the City Charter because it reduces the number of required public readings from 3 to 1. This significantly reduces your opportunity to learn…
City Property For Sale - Possible Recreational Facility?
Update Aug 2, 2016 - See below the ------------ line for the original post
The City acquired the 80 acres pictured below for about $12,500 a year or so ago because the owner was more than $350,000 behind in taxes. Yesterday, it made the news that the Fair Board was interested in this piece of property. Here are my thoughts on making sure the city gets a good value for that piece of property.…
